Sheff Wed Deals with a 'Significant Problem', States New Football Authority

'We will play a key role in football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's persistent issues represent a a "major concern" and the football regulator is looking to gain the ability to investigate clubs in such situations, its new chair the regulator has announced.

During an extensive discussion, Kogan, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The chairman convened with four fan organizations associated with the South Yorkshire club recently.

The football club have been facing challenges both on and off the pitch in this season, with the club missing wage payments on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the great brands for the English game and this week we have met supporters' organizations.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and dealt with."

Financial Struggles and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be willing to sell up at the stadium, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in March and May led to sanctions by the English Football League (EFL) in June, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although the ban was rescinded in August.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where fans are dedicated to a community organization that has represented their community in many cases.

"I completely understand the team's plight, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for causes separate from the followers."

When asked if the oversight body could require an owner to sell a club if they are judged inappropriate, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the authority would rather to collaborate with owners.

"The final option we would consider is commence engagement with an specific team, an individual owner, without having the opportunity to collaborate with that chairman to fix the issues that the club's facing and the proprietor's dealing with," Kogan said.

"However, realistically, when you look back over the history of the game, over the recent generations there have been certain proprietors, not many, but some who have been irresponsible in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to detail the scope of the oversight body this week and stated it constituted a "proactive meeting" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the significant advances achieved could disappear rapidly," Kogan said.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money entering the sport and has come into football for the past two decades, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the regulator stated: "I completely endorse the prosperity and expansion as an economic entity of the Premier League.

"As someone who appreciates the worry about compromising the Premier League as a premium product of this country. But concurrently, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a significant confidence."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the political party in 2020.

The official contributed funds to government minister the politician's campaign, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any sort of politics."
