The Failure of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: positive announcements are delivered from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from across the border, a ability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, probably delivered by Western nations. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Following this, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv greeted the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that neighboring countries are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This trend will, certainly, persist.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. US administration operates on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to abandon the territory that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does little to deter Moscow, through statements or actions, from believing that the current condition will not change more in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a total frontline collapse until situations evolve in its benefit.

Existing Situation

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
